# VIN Country Codes: What the First Two Characters Really Say

> The first VIN character is a region, the first two a country. Read across 542 federal register codes: 33 countries, and 35 whose country contradicts the letter.

## The short version

- The first character of a VIN is a world region and the first two together are a country. Both describe the plant that assembled the vehicle and the company that registered the code — never the nationality of the badge on the bonnet.
- We read every world manufacturer identifier the federal register holds for the fifty-seven makes in our data file: 542 distinct codes, 33 countries.
- North America dominates. Of the 495 codes that carry a country, 283 are North American, against 105 in Asia and 93 in Europe.
- The letter rule fails outright in thirty-five of the 542, where the register&rsquo;s own country field contradicts the region its first character stands for. Twenty-eight of those thirty-five point at the United States.

Nearly every published list of VIN country codes is the same list, copied. 1 is America, 2 is Canada, 3 is Mexico, J is Japan, W is Germany, and so on down a table nobody sources. The table is broadly right, which is why it survives, and it is wrong often enough to embarrass a buyer who leans on it.

This page builds the list a different way. Rather than reprint a chart, we read the country the federal vPIC register actually records against every world manufacturer identifier it holds for the makes in our data file — 542 distinct codes across fifty-seven marques — and let the register draw its own map. That produces the ordinary answers a reader came for. It also produces the exceptions, and the exceptions are the reason a page like this earns its place: they are concentrated in exactly the codes a used-car buyer in the United States is most likely to be holding.

One definition before anything else, because most of the confusion starts here. The country in a VIN is the country of the plant and of the registering entity. It is not the country of the brand, the parent company, the headquarters or the design studio. A German badge on a car assembled in Alabama does not carry a German first character, and an American badge on a car assembled in Mexico does not carry an American one.

## What the first two characters encode

Positions one to three of a seventeen-character VIN are the world manufacturer identifier, or WMI. The register issues one to a legal entity — a manufacturing company, sometimes a national subsidiary, occasionally a joint venture — and the three characters are read in layers.

The first character alone is a world region. The first two together identify a country within that region, because the second character is assigned by whichever national authority administers the block. The third narrows it to the specific registrant. The register&rsquo;s own rows draw the blocks cleanly enough that we do not need to take a table on trust. Codes opening with 1, 2, 3, 4 and 5 resolve to North America. 6 and 7 belong to Oceania. 8 and 9 belong to South America. The letters from A through H are the African block, J through R are Asia, and S through Z are Europe. Three letters — I, O and Q — never appear anywhere in a VIN, having been excluded so they cannot be confused with 1 and 0.

That leaves thirty-three characters that a VIN may legally open with. In this register, twenty-five of them do. Eight permitted characters open nothing at all here: 0, B, C, D, E, F, G and X. Most of that gap is the African block, which contributes a single code to the whole file — a Freightliner registration in South Africa — and it is a reminder that a register built around vehicles certified for the United States market is a partial view of world manufacturing, not a census of it.

This is one of thirty-five codes in the file where the register’s own country field contradicts the region its first character stands for, and twenty-eight of those thirty-five point at the United States. The two-character country rule is better and still not perfect: of the 177 two-character prefixes here that carry a country, eleven appear against more than one — 1F, 2F, 3C, 3M, 5U, 9B, J8, JK, MH, SF and WD — and eight of those eleven have the United States on one side of the split. Forty-seven of the 542 codes carry no country whatsoever, which is an empty field rather than a value to be inferred from the first character, and that inference is how most published tables acquire their errors. ## The map, read out of the register

Taking the codes character by character, this is what the federal register records. Where a character carries more than one country, the countries are listed in order of how many codes each holds.

**1 — the United States.** Fifty-eight codes open with 1, and fifty-seven of them record the United States. The exception is 1FL, a Ford Motor Company registration the register places in Norway.

**2 — Canada.** Thirty-nine codes, thirty-five of them Canadian. One records the United States, one records Japan, and two carry no country.

**3 — Mexico.** The third-largest block in the file at eighty-seven codes, eighty-one of them Mexican. Two record Germany, one records the United States, and three are blank.

**4 and 5 — the United States again.** Forty-eight codes each. Thirty-seven of the 4-codes and forty-one of the 5-codes record the United States; one 5-code records Germany, and the remainder of both blocks carry no country.

**6 — Australia.** Two codes, both Australian: a Ford registration and a Mitsubishi one.

**7 — nominally Oceania, in practice the United States.** Fourteen codes. One is a Ford of New Zealand registration; eleven record the United States; two are blank. This block gets its own section below.

**8 — Argentina.** Four codes, all Argentinian, and all four filed under the name of a United States Sprinter operation. The country field and the registrant&rsquo;s name are describing different things, which is a theme of this page.

**9 — Brazil.** Eight codes, six of them Brazilian. One records Mexico under a Volkswagen filing, and one is blank.

**A — South Africa.** One code, the only African entry in the file.

**J — Japan.** The second-largest block at eighty codes. Sixty-seven record Japan. Two record the United States, one records Canada, and ten are blank.

**K — South Korea.** Twelve codes, ten Korean. One is blank and one, a Freightliner registration, records Israel.

**L — China and Taiwan.** Eleven codes: five China, three Taiwan, one Japan, two blank.

**M — Thailand, India and Indonesia.** Ten codes: five Thailand, two India, one Indonesia, one blank, and one that records the United States.

**N — Turkey.** Two codes, a Ford and a Toyota manufacturing registration, both Turkish.

**P — Singapore.** A single code, a Hyundai innovation centre.

**R — Taiwan, Saudi Arabia and Vietnam.** Seven codes: three Taiwan, two Saudi Arabia, one Vietnam, one blank.

**S — the United Kingdom.** Thirteen codes, ten of them British. Three record the United States.

**T — a scatter across Europe.** Four codes and four different countries: Ireland, Portugal, Poland and Hungary, one each.

**U — one code, and it is American.** The single U-code in the file belongs to a Hyundai-Kia technical centre and records the United States.

**V — Spain, France and Austria.** Six codes: three Spain, one France, one Austria, and one recording the United States.

**W — Germany.** The largest non-American block at sixty-three codes, fifty of them German. Eight record the United States and five are blank.

**Y — Sweden and Belgium.** Nine codes: six Swedish, three Belgian.

**Z — Italy.** Thirteen codes, eleven Italian. One is blank and one records the United States.

Read as a whole, the register places 165 codes in the United States, eighty-two in Mexico, sixty-nine in Japan, fifty-three in Germany and thirty-six in Canada. After those five, the numbers fall away quickly: Italy, South Korea and the United Kingdom hold ten or eleven each, and the remaining twenty-five countries hold single figures.

## The 7 block is where the standard has quietly moved

If a reader takes one exception away from this page, it should be this one, because it is the only one likely to be sitting in an American driveway.

By the letter of the scheme, 6 and 7 are Oceania. The 6-codes here behave: two of them, both Australian. The 7-codes do not. Fourteen codes in this file open with 7, and the register records the United States for eleven of them. Exactly one — 7A5, Ford Motor Company of New Zealand — sits where the block says it should.

The names on those eleven American 7-codes are worth reading, because most of them are not obscure. Toyota Motor Manufacturing, Texas holds one. Mazda Toyota Manufacturing, USA holds two, and those two appear under both the Toyota and the Mazda entries in our file because a single plant builds for both marques. Tesla holds two, Volvo Car USA two, American Honda one, Isuzu North America one and Forest River one. The eleventh belongs to a small specialist builder rather than a household name, which is itself typical of how a new block fills up. The dates say what happened. No 7-code in the file was registered before 2017, and the American ones cluster from 2017 onwards, with several opened in the 2020s. Read against the 1, 4 and 5 blocks — which between them account for 135 of the 165 American codes and were filling up long before — the pattern is an administrative one: a country runs out of room in its original block and is allocated space elsewhere. Nothing about the vehicle changes. The letter simply stops meaning what the old table says it means.

The practical consequence for a buyer is small but sharp. A VIN beginning with 7 on a car for sale in the United States is very probably an American-assembled vehicle, and reading it as an Australian or New Zealand import would be a mistake. The register settles it in one lookup; the printed table does not.

## Where the badge and the country disagree

The most useful thing the country field does is embarrass the badge, and it does it in both directions.

Take the marques a reader would call Japanese. Honda holds forty-five codes under its own name and the register places sixteen of them in the United States against three in Japan — more than five times as many American registrations as Japanese ones. Toyota is closer but still striking: fourteen Japanese codes against twelve American, plus three in Canada and two in Mexico. Nissan holds five in Japan, four in the United States and four in Mexico. Now the mirror. Chrysler holds fifty-two codes and thirty-six of them are registered in Mexico, against five in the United States. Ford&rsquo;s sixty codes spread across twelve countries, with twenty-eight American, twelve Canadian and ten Mexican. The brands most people would name first if asked for an American car company — Chevrolet, Jeep, Dodge, GMC, Buick, Cadillac — hold no codes at all under their own names, because their parents register at corporate level; General Motors files 110 codes and the Chrysler group files ninety-five. The European marques are the ones where the country field turns genuinely awkward. Mercedes-Benz holds thirty-seven codes: twenty in Germany, seven in the United States and four in Argentina. BMW holds eighteen, fifteen German and three American. Volvo is the sharpest case in the file — forty-one codes, of which fourteen record the United States and only six record Sweden.

Some of these are exactly what they look like: a European manufacturer with American plants, filing American codes. Others are the register recording something subtler. Eight W-codes carry the United States as their country while carrying German company names, and four codes opening with 8 carry Argentina as their country while carrying the name of an American Sprinter operation. In one direction the letter is European and the country is American; in the other the letter is South American and the name is American. The field is not lying in either case, but it is not always answering the same question, and a reader who assumes it always means &ldquo;final assembly plant&rdquo; will occasionally be wrong.

Across the file, twenty-nine of the forty-five makes that hold codes under their own name hold them in more than one country. Only sixteen build, as far as the register is concerned, in a single place. Whatever a badge implies about nationality, the register mostly disagrees with it.

## The eleven prefixes that do not settle a country

The two-character country rule is more reliable than the one-character region rule, and it is not perfect either. Counting only codes that carry a country, this register holds 177 distinct two-character prefixes. Eleven of them appear against more than one country.

They are worth naming, because each is a real trap rather than a rounding error.

**1F** splits between the United States and Norway. **2F** splits between Canada and the United States. **3C** splits between Mexico and the United States, and **3M** between Mexico and Germany. **5U** splits between Germany and the United States. **9B** splits between Brazil and Mexico. **J8** splits between Japan and Canada, and **JK** between Japan and the United States. **MH** splits between the United States and Indonesia. **SF** splits between the United Kingdom and the United States. And **WD**, the prefix carrying more codes than any other ambiguous pair here, splits between Germany and the United States across a long run of Mercedes-Benz and Daimler Chrysler filings.

Notice how many of those pairs have the United States on one side. Eight of the eleven do. A reader working from a printed two-character table who lands on one of these prefixes has no way of knowing which side of the split their car sits on, and the only way to find out is to resolve the full three-character code against the register rather than the first two against a chart.

That is the honest limit of every country-code table, including the one on this page. A table describes blocks. A VIN belongs to a specific registrant, and the registrant is what the third character pins down.

## Forty-seven codes with no country at all

Of the 542 codes, 495 carry a country and forty-seven do not. The field is empty. Not zero, not unknown-and-therefore-domestic, not a value we are entitled to infer — empty.

This is worth stating plainly because it is the single most common way a derived country table goes wrong. Faced with a blank, a compiler guesses from the first character, prints the guess, and the guess propagates. We are reporting the absence instead.

The blanks are not evenly spread. Volvo accounts for ten of them, Mercedes-Benz five, Polaris five, Suzuki five, Honda four and Nissan four. Chrysler, Hyundai, Yamaha and Harley-Davidson contribute two each, and Kenworth, Ram, Kawasaki, Triumph, KTM and Ferrari one each.

Some of them are conspicuous. Five of the Mercedes-Benz codes beginning W1 were all filed on the same day in 2026 and none of them carries a country. Hyundai&rsquo;s 7YA, registered to a metaplant operation whose own name contains the word America, carries no country either — so on the one code where a reader might most want the field, it is blank, and the first character belongs to a block that means Oceania on paper and the United States in practice. Ten of the eighty J-codes are blank, including four Honda registrations filed in the register&rsquo;s earliest weeks.

The pattern, as far as one can be read at all, is that the field is thinner on codes filed very early and on codes filed very recently — consistent with an administrative record that gets completed over time rather than at the moment of filing. That is a hypothesis about the register, not a fact about any vehicle, and it should not be used to fill anything in.

## What the country code does not tell you

The country characters answer one question well and several adjacent questions not at all. The adjacent ones are where buyers get into trouble.

**It does not say where the car has been.** The first two characters are fixed at manufacture and never change. A car assembled in Mexico and sold new in Ohio carries a 3 for the whole of its life, including the twenty years it spends in Ohio. Where a vehicle has actually lived is a title-history question, answered by the state-by-state chain in its record, not by its number.

**It does not say whether a car is an import.** A car built abroad for the United States market is not an import in the sense buyers usually mean, and a car built domestically can still have been brought in from another country later. The characters describe assembly, and nothing about a customs or registration history follows from them.

**It does not measure domestic content.** Where a vehicle was put together and what proportion of its parts came from where are separate facts governed by separate rules and separate labels. The register files assembly. A buyer who cares about content has to read the window label, not the windscreen.

**It does not rank quality.** Nothing in the federal record supports an inference from country of assembly to reliability, and this site will not manufacture one. The complaint and recall records are per-model and per-model-year, and they are the place to look.

**It does not identify the brand.** The code belongs to a registrant, and registrants file for several brands at once. ## Reading the country characters off a real car

The method is short, and it is worth doing in this order.

Read the number off the vehicle rather than out of the advert. The plate at the base of the windscreen on the driver&rsquo;s side and the certification label in the driver&rsquo;s door aperture should carry the same seventeen characters. Two readings that disagree is a finding in its own right, not a typo to be corrected silently.

Check the ninth character before doing anything else. It is a check digit computed from the other sixteen, so a mistyped or invented number usually fails arithmetically without any database being involved. A number that fails the check does not have a country, because it does not have a manufacturer either.

Then take the first two characters to the register rather than to a chart. The federal decoder resolves the full three-character identifier to a named entity and a recorded country, which is the only version of this information that survives the exceptions catalogued above. Where the answer surprises you — a European badge returning the United States, a 7 returning an American plant — the register is more likely to be right than the expectation.

And treat the result as one line of a description, not as a verdict. The country of assembly is a fact about how a car was built. Everything a used buyer is actually deciding — what has happened to this car since, what is open against it, what its title says — is retrieved from records keyed to the number, not decoded out of it.

## Common questions

### What does the first character of a VIN mean?

It identifies a world region, and together with the second character a country, of the plant that assembled the vehicle and the entity that registered the code. Codes beginning 1 to 5 are North American, 6 and 7 Oceania, 8 and 9 South America, A to H Africa, J to R Asia, and S to Z Europe. It says nothing about the nationality of the brand.

### What does a VIN starting with 7 mean?

On a car for sale in the United States, most likely that it was assembled there. 7 belongs to the Oceania block on paper, but of the fourteen codes in this register that open with it, eleven record the United States and one records New Zealand. The American ones include Tesla, Volvo Car USA, American Honda, Isuzu North America and two Toyota manufacturing entities, and none of them was registered before 2017.

### Do the first two characters always give the country?

No. It is fixed at manufacture and never changes. Where a vehicle has been titled, registered and driven is a records question answered by its title history, not by any character in its number.

### Why do some VIN codes have no country listed?

Because the federal register left the field empty. Forty-seven of the 542 codes we read carry no country, concentrated on a handful of makes — ten Volvo codes, five each for Mercedes-Benz, Polaris and Suzuki, four each for Honda and Nissan. The right response is to report the blank rather than guess a country from the first character, which is how most published tables acquire their errors.

### Does a German badge mean a German-built car?

Not reliably. Mercedes-Benz holds thirty-seven codes in this register, of which twenty are German, seven American and four Argentinian. BMW holds fifteen German codes and three American ones. Volvo, whose badge most people read as Swedish, holds fourteen codes recorded in the United States against six in Sweden.

### Are there VIN country codes for every letter?

No. Three characters — I, O and Q — are excluded from VINs altogether so they cannot be mistaken for 1 and 0. Of the thirty-three characters that remain, twenty-five open at least one code in this register and eight open none: 0, B, C, D, E, F, G and X. Most of that gap is the African block, which contributes a single code to the whole file.

### Can two makes share the same VIN country code?

They can share the whole three-character identifier. Two codes in this file appear under both Toyota and Mazda because a single joint-venture plant in the United States builds for both, and two more are shared between Hyundai and Kia. The identifier belongs to the manufacturing entity, and an entity can build for more than one badge.

### Which country holds the most codes in this register?

The United States, with 165 of the 495 codes that carry a country, followed by Mexico with eighty-two, Japan with sixty-nine, Germany with fifty-three and Canada with thirty-six.
