Scooter VIN Lookup: The Badge Is Not a Name the Register Keeps
Three of the biggest scooter badges return an empty result from the federal manufacturer register, because it is indexed on companies rather than brands. Where the codes actually sit, and why NHTSA and the EPA draw the moped line in different units.

The short version
- Ask the federal register for Vespa, Kymco or Genuine Scooter by name and it returns nothing at all. Not a thin entry — an empty one. Those are badges, and the register keeps companies.
- The codes do exist, under names nobody searches. Vespa’s sits under PIAGGIO & C.S.P.A. Kymco’s sits under KWANG YANG MOTOR CO., LTD. Genuine Scooters’ sits under MOTIVE POWER INDUSTRY CO. LTD., a Taiwanese manufacturer whose registered web address belongs to PGO.
- Only three of the eight names we queried resolve directly: Piaggio to a single Italian code, SYM to one Taiwanese code, TaoTao to one Chinese code. Two of those queries also drag back an unrelated trailer builder.
- One prefix frequently carries several badges. Kymco’s RFB decodes with LiveWire beside it. SYM’s RFG carries SYM, BRP and Lance. TaoTao’s L9N carries TaoTao, Denago and Gotrax.
- Federal safety law does not define a moped. It defines a motorcycle, then defines a motor-driven cycle as a motorcycle whose motor produces 5-brake horsepower or less. That is a power line, not a displacement line.
- Displacement is the EPA’s line instead. The emissions rules divide motorcycles into Class I at 0 to 169 cc, Class II at 170 to 279 cc and Class III at 280 cc and over, with a Class I-A subclass below 50 cc.
- The VIN rule tells you which of the two the number carries. For a motorcycle, positions four to eight must make the make, type of motorcycle, line, engine type and net brake horsepower decipherable. Displacement is not on that list.
- The register does know the words. Of 71 published body classes, nineteen begin with Motorcycle, and three of those are Scooter, Moped and Underbone. The distinction lives in the body class, not in the vehicle type.
- No federal rule requires a scooter’s VIN to be readable from outside the machine. The visible-through-the-glazing rule names cars, multipurpose passenger vehicles, low-speed vehicles and light trucks, and motorcycles are not on it.
A scooter VIN lookup fails for a reason nobody warns you about, and it is not that scooters are unusual. They decode perfectly well. The problem is that the word on the legshield and the word in the register are two different words, and the register only answers to its own.
This page was written by asking the federal vehicle register directly about eight names a scooter or moped buyer is likely to be holding — Vespa, Piaggio, Kymco, SYM, TaoTao, Genuine Scooter, Honda and Yamaha — and reporting what came back, including the three that came back empty. It then goes after the second question these searches always carry underneath the first: whether the machine is a scooter or a moped, and where federal law actually puts that line. The answer is more interesting than the question, because two federal agencies draw it in two different units.
Where a source returned nothing, this page says nothing rather than filling the gap. Several of the most useful findings here are absences, and an absence in a federal register is a fact about how the register is organised, not a hole in it.
The badge on the legshield is not a name the register keeps
Start with the query that ought to be easy. The register publishes a manufacturer endpoint that returns every world manufacturer identifier held under a company name. Ask it for Vespa and the count comes back empty. Ask it for Kymco and the count comes back empty. Ask it for Genuine Scooter and the count comes back empty.
Three of the most recognisable scooter badges sold in this market, and between them the register holds nothing under those spellings. That is not a coverage failure. Every one of those machines is registered; it is registered under the name of the legal entity that builds it, and none of those entities is named after the badge.
Piaggio does resolve, and it resolves to exactly one code: ZAP, filed under PIAGGIO & C.S.P.A., recorded as Motorcycle, country Italy, created on 30 July 2015. Decode that prefix rather than searching the name and the picture completes itself — the register lists three make names against ZAP, and Vespa is one of them. The Vespa is in the data. It is in the data as a make attached to somebody else’s manufacturer code, which is precisely why searching for the manufacturer by that name returns nothing.
Kymco takes one more step. The badge returns nothing, but searching the entity name recovers four codes, all filed as Motorcycle: LC2 on 8 July 2015, RFB on 20 July 2015, RGS on 18 July 2016 and RLP on 3 August 2020. Three are held by KWANG YANG MOTOR CO., LTD. and record Taiwan or China; the fourth is held by VIETNAM KWANG YANG MOTOR CO., LTD. and is the only one of the four with a parent company recorded against it. The manufacturer register lists a third Kwang Yang entity in China as well, and that one holds no code in the response at all.
SYM resolves, and demonstrates the opposite trap in the same breath. The query returns two rows. One is RFG, filed under SANYANG MOTOR CO., LTD. (SYM), Motorcycle, Taiwan, created 5 August 2015 — the scooter maker. The other is a six-character identifier belonging to a trailer company in the United States whose registered name simply happens to contain those three letters. The endpoint matches company names as text, so a short brand name catches strangers.
Genuine Scooter is the cleanest illustration of the whole problem. The badge returns nothing. Shortening the query to the first word returns exactly one row, and it is a jack manufacturer — a company that makes the stands you put under a trailer, filed as Trailer, nothing to do with scooters. The actual code is RFV, created 9 June 2015, held by MOTIVE POWER INDUSTRY CO. LTD., which the register annotates with the common name Genuine Scooters and a web address at PGO. The row records no country of manufacture whatsoever. The manufacturer register places the entity in Taiwan; the code row leaves the field empty.
TaoTao resolves to one code, L9N, filed under ZHEJIANG TAOTAO VEHICLES CO.,LTD, Motorcycle, China, created 7 August 2015. Here too the manufacturer register holds more than the code register does: it lists a second TaoTao entity, ZHEJIANG TAOTAO INDUSTRY CO., LTD., which holds no world manufacturer identifier in the response. The one that does hold a code is registered across three vehicle types — Motorcycle, Low Speed Vehicle and Off-Road Vehicle — which is a fair description of what that company actually ships.
One code, several badges, and why that matters at resale
Decoding a prefix rather than searching a name returns something the name search cannot: the list of makes the register associates with that code. On scooters, those lists are rarely one name long.
The Piaggio code ZAP comes back with three make strings against it, covering Piaggio and Vespa separately and as a pair, and with no common name recorded at all. The Kymco code RFB comes back with the common name Kymco and two makes, the second of which is LiveWire — an American electric motorcycle badge riding on a Taiwanese scooter manufacturer’s prefix. The SYM code RFG comes back with three makes: SYM, BRP and Lance. The TaoTao code L9N comes back with three: TaoTao, Denago and Gotrax.
This is the structural fact a used scooter buyer needs and almost never gets. In this segment the manufacturer and the brand are routinely different companies. A Taiwanese or Chinese factory builds the machine, an importer puts its own name on the bodywork, and the federal register records the factory. The consequence is that the first three characters of a scooter VIN are a poor badge test. They will tell you who built it. They will not reliably tell you what the tank says, because the same prefix legitimately serves several brands.
Turn that round and it becomes useful rather than annoying. If a seller insists a machine is a rare import and the prefix decodes to a high-volume contract manufacturer serving three badges, that is not proof of anything dishonest — it is how the segment works — but it does reset the conversation about what the machine is. Where the moped line actually falls, and in what units
People searching for a scooter VIN lookup are very often really asking whether the machine in front of them is a moped, because the answer changes the licence, the insurance and sometimes whether it may be ridden at all. It is worth knowing that federal law does not answer the question in the form it is usually asked.
The federal motor vehicle safety standards define a motorcycle as a motor vehicle with motive power, having a seat or saddle for the use of the rider, designed to travel on not more than three wheels in contact with the ground. That definition catches a scooter, a moped, a maxi-scooter and a sports bike identically. The only subdivision the safety rules make is a motor-driven cycle, defined as a motorcycle with a motor that produces 5-brake horsepower or less.
Read that again, because it is the sentence that resolves the confusion. The federal safety line is drawn in brake horsepower. There is no displacement figure in it. And the word moped does not appear in the definitions at all — it is a term of art from state vehicle codes, not from the federal standards, which is why the answer to “is this a moped” genuinely does change when you cross a state line.
Now look at what the VIN rule requires the number itself to carry. For a motorcycle, positions four to eight must make five attributes decipherable from information the manufacturer files: the make, the type of motorcycle, the line, the engine type and the net brake horsepower. Compare that with the equivalent list for a passenger car, which requires make, line, series, body type, engine type and all restraint devices and their location. The motorcycle list is the only one in the table that names brake horsepower, and it does so because horsepower is the attribute the safety rules actually turn on.
So the descriptor block of a scooter VIN is built around the very measurement that separates a motor-driven cycle from a motorcycle. It is not built around displacement.
Displacement is the other agency’s unit. The federal emissions rules divide motorcycles into classes by engine displacement and nothing else: Class I runs 0 to 169 cc, or 0 to 10.4 cubic inches; Class II runs 170 to 279 cc, or 10.4 to 17.1 cubic inches; Class III is 280 cc and over. Class I is then split, and the split is the number everybody quotes without knowing where it comes from — machines under 50 cc form the Class I-A subclass, and machines at 50 cc or higher form Class I-B. The same emissions definition also sets a curb-mass ceiling of 793 kilograms for three-wheeled machines, applicable from the 1998 model year onward.
Two federal agencies, two lines, two units. The safety side sorts by power; the emissions side sorts by displacement; and the states, which is where the licence rule you actually have to obey comes from, sort by their own combination of the two plus top speed. A decode returns displacement in litres, cubic centimetres and cubic inches, as our page on engine size by VIN sets out, so the emissions class is generally recoverable from a good decode. The horsepower figure the safety rule turns on is encoded in the descriptor block by design but is not always returned as a populated field, which is a distinction worth holding on to.
The register does know the word scooter, and the word moped
vPIC classifies every manufacturer code under one of nine vehicle types, and every scooter and moped brand we queried files under the same one: Motorcycle. Vespa, Piaggio, Kymco, SYM, TaoTao and Genuine Scooters all return Motorcycle and nothing else when the register is asked which types their make names carry. There is no scooter vehicle type and there is no moped vehicle type.
The vocabulary you want lives one level down, in body class. The register publishes 71 body classes in total, and nineteen of them begin with the word Motorcycle. That set includes Standard, Sport, Cruiser, Touring, Street, Custom and Competition, and it also includes the three that matter here: Motorcycle — Scooter, Motorcycle — Moped, and Motorcycle — Underbone, which is the register’s term for the step-through with a small engine slung below the rider that dominates two-wheeled transport across most of the world. Small/Minibike is a fourth neighbour. For comparison, ten of the 71 body classes begin with Off-Road Vehicle.
That is a genuinely fine-grained vocabulary, and it is better than the vocabulary most private sellers use. But note where it sits. Body class is a per-vehicle field returned when a specific number is decoded, populated from what the manufacturer filed for that machine. It is not an attribute of the manufacturer prefix, so no amount of reading the first three characters will produce it. And like every submitted field it can come back empty, which means not filed rather than not a scooter — the same distinction that runs through the whole system and that our motorcycle VIN guide covers for the six motorcycle-specific variables that are usually blank.
How much the register knows, brand by brand
Model lists are the other half of what a decode has to work with, and on these makes they are larger than the code counts suggest.
The register holds 43 model names under Vespa and 41 under Piaggio, and the two lists overlap heavily — ET, FLY, GTS, LX, PX and the Primavera and Sprint families appear under both. Kymco carries 42, running from Agility and Like through People, Super 8, Xciting and the AK 550. SYM carries 31, and several of those entries are not model names at all but joint strings naming the SYM model and its Lance-badged equivalents together in one field. Genuine Scooters carries 22, including the Buddy family, Roughhouse, Rattler, Blur, Urbano and Venture; widening the query to the shorter make name returns 38, because a separate set of larger-capacity models files under it too.
TaoTao carries 181, and that number needs a warning attached. Read the list and it is plainly not a scooter catalogue: it contains dirt bikes, quads, go-karts, an entry called SNOWMOBILE and a great many alphanumeric factory designations. The make spans far more than two-wheeled road machines even though its make record returns only Motorcycle as a vehicle type, and a model count on this brand tells you about the breadth of a contract manufacturer’s output rather than about scooters.
The honest reading of all six lists is the same. A model list is the decode’s vocabulary, not an inventory. It confirms that a machine claiming to be a Buddy decodes as a Buddy. It will not settle which Buddy, because capacity variants, model-year revisions and trim sit in the build record rather than in the model name.
What a large manufacturer’s entry looks like beside these
Two of the eight names we queried are not scooter specialists at all, and they were included deliberately, because the contrast explains why the scooter entries look thin.
Honda returns 45 codes across four vehicle types: 14 filed as Motorcycle, 13 as Multipurpose Passenger Vehicle, 12 as Passenger Car and 6 as Truck. The 14 motorcycle codes alone — JH2, 1HF, YC1, 3H1, ZDC, MLH, LAL, RLH, VTM, LWB, 9C2, JH3, 478 and VTD — are registered under eight separate company names and record ten different countries of manufacture between them. On an entry like that, the first three characters are a real geography tell: they separate a machine built in Japan from one built in Thailand, Vietnam, Brazil, Italy or Spain.
Yamaha returns 11 rows: 9 filed as Motorcycle, one as Off-Road Vehicle and one belonging to an unrelated trailer builder that the name search caught. Two of the nine motorcycle rows record no country of manufacture at all — the field is simply empty, which is worth noting as an absence rather than reading as a default.
Set that against the scooter brands and the shape is obvious. Piaggio: one code. SYM: one code. TaoTao: one code. Genuine Scooters: one code, and no country recorded. Kymco: four, and you have to know the corporate name to find them. On these makes the prefix is close to a formality. Everything a buyer wants sits from position four onward, in fields that only a decode of the actual number will return.
The recall database keys on the badge; the register keys on the company
This is where the two-name problem stops being a curiosity and starts costing people money, because the free federal recall lookup is organised the opposite way round from the manufacturer register.
We swept the recall database’s make index across the seventeen model years from 2010 to 2026 and looked for each brand. Piaggio appears as a recall make in twelve of those years. Kymco appears in four. Genuine Scooter appears in three. Vespa appears in two. SYM and TaoTao appear in none of them.
Note the inversion. Kymco, which the manufacturer register does not recognise as a name at all, is a make in the recall database. Vespa, which likewise returns nothing from the code register, is a make in the recall database. Meanwhile SYM, which does hold a manufacturer code in its own name, never appears in the recall index across that whole span. The two systems are not wrong; they are indexed on different things, and a buyer who checks only one of them under only one spelling can easily conclude a machine has a clean record when the record was filed under another word.
The campaigns themselves are ordinary scooter recalls. Under Kymco the recalled models include the Like 150i and the Spade; an earlier year lists a Super 8 variant. Under Piaggio one year lists the GTS 300, a GTS Super 300 and the Fly 50; another lists the Typhoon 125; another the Fly 150. Under Genuine Scooter one year lists the Stella, and a later year lists the Urbano 50i alongside an electric model badged Niu. Under Vespa one year lists the 946 and a machine recorded simply as Vespa.
One trap on this route deserves naming, because it is the same trap as the trailer company in the code register. Lance appears as a recall make in seven of the swept years, and a Lance scooter is a real thing — the SYM prefix carries the badge. But the models filed under Lance in the recall database are overwhelmingly campers and travel trailers from an entirely different Lance. Only one of those years lists a scooter model number beside the trailers. Reading a make-level count on that name would give you a wildly wrong impression of a scooter’s recall exposure in both directions.
The practical instruction is short. Check the badge, check the manufacturer’s corporate name, and check any other badge the prefix decodes with. Then confirm anything you find against the specific number rather than the make, because a make-level list is a starting point and a per-vehicle lookup is an answer. Reading the number off the machine, and why it is not where you expect
Car buyers are used to a VIN they can read through the windscreen without touching anything. That is not a courtesy; it is a rule. The rule requires the number to sit inside the passenger compartment and be readable through the glazing by an observer standing outside at the left windscreen pillar, with a minimum character height stated in millimetres.
Read the list of vehicles that rule applies to and motorcycles are not on it. It names passenger cars, multipurpose passenger vehicles, low-speed vehicles and trucks of 4,536 kilograms gross weight rating or less. A scooter falls under the general requirement instead, which says only that the number must appear clearly and indelibly on a part of the vehicle other than the glazing that is not designed to be removed except for repair, or on a plate or label permanently affixed to such a part.
That is why the number on a scooter is where it is: stamped into the frame, most often on the steering head behind the front bodywork or on a boss under the floor panel, with a foil or plate carrying the same characters somewhere less structural. There is no federal requirement that you be able to see it from a standing position, and on a fully faired machine you frequently cannot. Expect to open the seat, lift a floor mat or peel back a rubber grommet, and expect the seller to know where it is on their own machine.
Two mechanical details of the number itself are worth carrying to the inspection. First, the numeric-tail rule differs by vehicle type: passenger cars and light trucks must end in five numeric characters, while every other vehicle — motorcycles included — must end in four. Second, a 9 in the third position always signals a six-character manufacturer identifier, where the rest of the identifier lives in positions twelve to fourteen. That matters more in this segment than in most, because small importers and converters are exactly the population that gets six-character codes, and a scooter prefix that looks meaningless may simply be half of an identifier you are reading in the wrong place.
Before travelling anywhere, run the check digit. Position nine is computed from the other sixteen characters, so a number mistyped from a listing or read off a photograph usually fails arithmetically before it costs you a journey. Our validator page covers doing that by hand.
What the decode will not tell a scooter buyer
The number is a build identity. It was designed so a regulator can tie a recall to a batch and a state can tie a title to an object, and it carries nothing about the condition of the machine in front of you.
On a scooter, three gaps are wider than they would be on a car. The first is the frame. Small-wheeled machines with monocoque or spine frames take kerb impacts and low-speed drops that never generate an insurance claim, so a bent headstock leaves no trace in any record and shows up only under a straight edge and a careful look at the steering lock stops.
The second is the drivetrain. Continuously variable transmissions on this class of machine wear as a set — belt, rollers, clutch shoes — and the symptom is a machine that pulls away lazily and will not reach its old top speed. No decode returns that and no history report contains it. It is a ten-minute inspection and a known service item.
The third is the odometer, and it is worse here than on cars because low-value machines pass through informal sales where nobody files anything. A reading enters the record when a state records it at a titling event, which on a scooter may never have happened at all. Theft sits alongside those three and deserves its own line. A scooter can be lifted into a van by two people, and stolen machines are frequently re-sold with a plausible story and a foil VIN label that does not match the frame stamping underneath it. The sequence on a used scooter
Ask for the number before you travel, and ask for a photograph of the frame stamping rather than a typed string. Validate the check digit. Decode it and confirm the make, model and model year against the advertisement, remembering that the make the register returns may be the factory rather than the badge and that this is normal in this segment.
Then run the free checks under every name the decode gave you. The badge on the bodywork, the corporate name behind the prefix, and any second or third make the prefix decodes with. Recalls and theft are free, fast and per-vehicle, and either can settle the matter before you leave the house.
At the machine, read the frame stamping with your own eyes and compare it character by character with the foil label, the paperwork and the number you decoded. A stamping that has been ground, filled or re-struck is the most serious thing you can find on a two-wheeler, and a label that looks newer than the surface it is stuck to is a finding rather than a coincidence. Buy the title history once and read the chain rather than the headline — which states, in what order, with what readings and what brands. On low-value machines the chain is often short and thin, and thin is not the same as clean.
Then do the part no record covers. Put the machine on its centre stand, check the frame geometry and the steering, ride it far enough to reach a real speed, and listen for the drivetrain. Nothing in the seventeen characters will tell you any of that, which is the whole argument of this page in one sentence.
Common questions
Why does a scooter VIN lookup return nothing for Vespa or Kymco?
Because those are brand names, and the federal manufacturer register is indexed on the legal entity that builds the machine. Vespa’s codes are registered under PIAGGIO & C.S.P.A.; Kymco’s are registered under KWANG YANG MOTOR CO., LTD. and a Vietnamese subsidiary of the same name. Search the corporate name and the codes appear. Decoding an actual seventeen-character number sidesteps the problem entirely.
Is a moped different from a scooter in federal law?
Federal safety law does not use the word moped at all. It defines a motorcycle, and then a motor-driven cycle as a motorcycle whose motor produces 5-brake horsepower or less. Does the 50 cc threshold come from federal law?

Does the register have a scooter category?
Not as a vehicle type. All of these makes file under Motorcycle, which is one of the nine vehicle types the register recognises. Scooter, Moped and Underbone exist as body classes instead — three of the nineteen motorcycle body classes among the 71 the register publishes — and body class is returned when a specific number is decoded rather than being an attribute of the manufacturer prefix.
Where is the VIN on a scooter?
Stamped into the frame, usually at the steering head behind the front bodywork or on a boss beneath the floor panel, with a matching label elsewhere. The federal rule requiring a number to be visible from outside through the glazing applies to cars, multipurpose passenger vehicles, low-speed vehicles and light trucks, and motorcycles are not on that list, so expect to lift the seat or a floor mat to find it.
Why does one prefix decode to several brands?
Because contract manufacturing is the norm in this segment. The Kymco prefix RFB decodes with LiveWire beside Kymco; the SYM prefix RFG carries SYM, BRP and Lance; the TaoTao prefix L9N carries TaoTao, Denago and Gotrax. The register records who built the machine, and several importers may badge output from the same factory.
Are scooter recalls checked the same way as car recalls?
The per-vehicle lookup works identically. The make-level index does not behave the way you expect, because it is organised on badges rather than on corporate names: across the model years from 2010 to 2026 the recall index carries Piaggio in twelve of them, Kymco in four, Genuine Scooter in three and Vespa in two, while SYM and TaoTao do not appear at all. Check under every name the decode returns.
Does a scooter need a title?
That is a state question rather than a federal one, and it varies with how the machine is classified locally — which is exactly the classification the moped boundary decides. The federal requirement is only that the machine carry a compliant seventeen-character number; what a state demands before it will register that number is set where you live, not where the machine was sold.
